INFORMATION UNDER SECTION 4(1)(b) OF THE ACT 4(1)(b) (as on 31st Jan 2018)
(i) The particulars of its organization, functions and duties:
ICAR-Agricultural Technology Application Research Institute(ATARI), Zone-VII, with its headquarters at Umiam, Meghalaya is primarily responsible for systematic coordination, monitoring and reviewing of mandated activities of KVKs such as technology assessment, refinement, demonstrations, training programmes and other extension activities in North Eastern Region of India comprising of five states viz. Manipur, Meghalaya, Nagaland, Mizoram and Tripura. Mandates of the Institute are as follows:
  • Coordination and monitoring of technology application and Frontline Extension Education Programmes.
  • Strengthening Agricultural Extension Research and Knowledge Management
(ii) Work/Duties of officers and employees:
  1. Administration Section - all personnel and administrative matters of ICAR-ATARI employees.
  2. Scientific Establishment - responsible for systematic coordination, monitoring and reviewing of mandated activities of KVKs.
  3. Technical Section - assistance in over all functioning of the institute especially in matters related with computer/technical aspects of the institute's functioning.
  4. Finance and Accounts Section - all Finance and Accounts matters.
  5. Dak Section - To maintain all dispatch and receipt register, prepare the envelopes wherever required.
(iii) The procedure followed in the decision making process including channels of supervision and accountability:
Director, ICAR-ATARI is the Head of the Institute and the Assistant Administrative Officer (AAO) is the Head of Office in the Adminstration Section. The matters concerned with the respective section is submitted as per the chart (Annexure-I)
(iv) The norms set by it for the discharge of its functions:
Efforts are made to deal with the cases as expeditiously as possible in accordance with the rules, regulations and other instructions issued from time to time. The time schedule for disposing of some of the cases is defined in the relevant rules/instructions
(v) The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions:

The files on the subject matters dealt within each section, the rules and procedures published by the Government and the publications of the Department.
(vii) The particulars of any arrangement that exists for consultation with or representation by the members of the public in relation to the formulation of its policy or implementation thereof:
The Krishi Vigyan Kendras (KVKs) are having the provision of Scientific Advisory Committee (SAC) in which the provision exists for representation and consultation of the public members like progressive farmers, Development departments like Agriculture, Animal Husbandry and NABARD etc. In the SAC meeting, the members are consulted to provide input for framing the KVK programmes and review of activities and programmes implemented by the KVKs.
Similarly, at the Zonal level, the Zonal Workshop and regional committee meetings for discussing the issues related to KVK functioning and inputs from various stakeholders are taken up in which the members from various State departments, local State level organizations, State Agricultural Universities (SAUs), ICAR Research Institutes, KVK Host Institutions etc. are invited for participation and discussion.

 

(viii) A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice and as to whether meetings of those boards, councils, committees and other bodies are open to the public or the minutes of such meetings are accessible for public:
  • IMC(Institute Management Commmittee) &
  • Quinquennial Review Teams (QRTs)
  • for ICAR-ATARI.
  • SAC(Scientific Advisory Committee ) for KVKs under ICAR-ATARI

  • The programmes of ICAR-ATARI, Umiam relate to coordination and monitoring of agricultural technology application and frontline extension education programmes and strengthening agricultural extension research and knowledge management. Hence , as such, there are no subsidy programmes undertaken by the Institute.
(xiii) Particulars of recipients of concessions, permits or authorizations granted by it:
  • In the matter of recruitment/promotion, the concessions in age/standard of passing examinations are allowed as per the Government policy and ICAR Recruitment Rules.
  • Any other authorizations granted by the institute is done so with the approval of the Council.
